Comrade Tan Shuyun was born in June 1922 in a poor peasant family in Xinshi Village, Ren County, Hebei Province.

In May 1939, he worked as a staff member at the Bank of Minnan Bank in January 1940. In January 1940, he studied in the 1st and 9th Division of the Rotation Training Team in 1940. In October 1944, he served as the deputy section chief of the Audit Section of the 6th branch of the Administration of Industry and Commerce of Jinbei Luyu Border Area, Taihang District, Minnan Bank. In September 1945, he was in Jinbei, Taihang District, Minnan Bank. The first branch of the Luyu Border Region Administration for Industry and Commerce was appointed as the head of the auditing department. In March 1946, he was appointed as the director of the auditing department of the first branch of the Taihang Trading Company. In April 1946, he joined the Communist Party of China. In June 1947, he worked as an accountant in the Taihang Trading Corporation in 1948.
