However, people in the industry generally refer to inspection and quarantine of all imported and exported goods as commodity inspection. In fact, the meaning of commodity inspection here should be: phytosanitary inspection, commodity inspection, and sanitation and quarantine.
Any import or export goods must be subject to commodity inspection. However, it does not have to be a legal inspection. Legal inspection is statutory inspection. This means that the above regulatory conditions are A (import) or B (export) goods. At the time of customs declaration, customs clearance must be sent to the Customs and Excise Department.
If there is no A or B, it is not a statutory inspection cargo. There is no need to provide customs clearance at the time of declaration. Only the goods that meet the following conditions need a practice inspection (statutory inspection)
1, the provisions of the catalog requirements for inspection of goods
2. Goods subject to specific tax exemption certificate
3. Goods from the United States, Japan, South Korea and the European Union
4, other goods that require legal inspection
