In the "Decision on the Sixth Batch of Cancellation and Adjustment of Administrative Approval Items" promulgated by the State Council on October 10th, a number of administrative approval items in the area of ​​land and natural resources were cancelled or adjusted. Among them, the examination and approval of the transfer of mining rights, which had originally been implemented by the geology and mineral resources department of the provincial people's government, was decentralized to the geology and mineral resources administrations of the people's governments at the municipal and county levels.

At the same time, decentralized management-level administrative examination and approval projects include: the examination and approval of mine closed geological reports, decentralized by the Ministry of Land and Resources or the provincial people's government land and resources department to be implemented by the provincial-level people's government land and resources department; commercial housing pre-sale license by the county The real estate management departments of the local people's governments above the level shall be decentralized to the real estate management departments of the people's governments at the city level and county level in the district; for scientific research, they shall enter the core areas of the state-level marine nature reserves for the examination and approval of scientific research and investigation activities. The State Oceanic Administration delegated decentralization to the implementation of the provincial-level marine administrative department; the surveying and mapping metrological verification personnel qualifications were implemented by the State Bureau of Surveying and Mapping Geographical Information and the Provincial People's Government Surveying and Mapping Administrative Department, and decentralized to the Provincial People's Government Surveying and Mapping Administrative Department.

The administrative examination and approval items that were abolished were: the examination and approval of the professional skills appraisal station for special types of surveying and mapping industry implemented by the National Bureau of Surveying and Mapping Geographic Information, and the preliminary examination of the qualifications of real estate surveying and mapping organizations implemented by the Ministry of Housing and Urban-Rural Development and the real estate administrative department of the people's government at the provincial level. The county people's government or urban and rural planning departments of cities and counties implements the approval of detailed plans for the construction of important cities, and the chemical oil dispersant grades and composition approvals for offshore oil exploration and development implemented by the State Oceanic Administration and its agencies. Among them, after the elimination of chemical oil-removing agent grades and component approval projects for offshore oil exploration and development, related matters were announced through the publication of chemical oil dispersant grades and ingredient list management for offshore oil exploration and development.

The State Council cancelled and adjusted a total of 314 administrative approval projects this time. The "Decision" emphasizes that deepening the reform of the administrative examination and approval system is a long-term task.
